Roberts FIR, Technical Department
Head of the Department
The current Deputy Secretary General for Technical Affairs at the Roberts Flight Information Region (Roberts FIR) is Mr. Emil Rogers. He was appointed to this position by the Government of Sierra Leone on April 1, 2020.
Before his appointment to serve at the Roberts FIR, he served as Commercial Director and Deputy General Manager at the Sierra Leone Airports Authority from 2000 to 2019.
After his undergraduate studies in 1995, he briefly worked as an Administrative & Finance officer for the Catholic Mission projects (CARITAS) in Sierra Leone.
In 1995 he earned himself a B.Sc. with Honors in Economics from Fourah Bay College, University of Sierra Leone.
In 2004 he earned a postgraduate Diploma in Business Administration from the Institute of Public Administration & Management, University of Sierra Leone.
In 2007, a Master of Arts (MA) in Economic Policy Management from Ghana’s premier university, The University of Ghana, Legon.
He has several other diplomas and certificates in other professional disciplines that include: Applied International Management, Service Industry Management, Economics for Small & Regional Airports, Air Traffic Forecasting, Airport Concession Management, Safety Management Systems, Customer Experience Management, A-CDM, Project Planning &Management, and many more.
Mr. Rogers is a Certified Member(CM) of the American Association of Airport Executives (AAAE), and also an International Aerodrome Certified Employee (IACE).
He likes playing lawn tennis.
He is a Sierra Leonean, a Christian (Catholic), and happily married with children.

Activities of the Technical Department
The department staff members oversee the following activities and services:
Efficient flight services to customers through responsible and cost-effective maintenance of Roberts FIR facilities, system, and equipment
Safe, cost-effective, and efficient communication, frequency spectrum engineering; and navigation services to Roberts FIR
Ensure the flow of information/data necessary for the safety, regularity, and efficiency of international air navigation
Ensure the smooth and orderly flow of air traffic services in real time for operations
Ensure rescue coordination center (RCC) link to COSPAS SARSAT distress, alerting, and uncertainty messages received via aeronautical fixed service (AFS) are coordinated to Rescues sub-centers (RSC) and maritime on states level.
